Question : Pradhan Mantri Awaas YojanaGramin

(a) whether there is any shortage of houses in the rural areas of the country and if so, the details thereof, State/UT-wise;

(b) whether the funds released to the States for the implementation of the erstwhile Indira Awaas Yojana (IAY) was fully utilized by them during the last three years and if so, the details thereof and if not, the action being taken by the Union Government thereon, State/UT-wise;

(c) whether there was decline in number of houses constructed under IAY during the last few years and if so, the details of the target fixed and the number of houses constructed under IAY/PMAY-G during the last three years and the current year,State/ UT-wise;

(d) whether the construction of houses under the scheme is not satisfactory in some States and if so, the details thereof and the action taken by the Union Government thereon, State/UT-wise;

(e) whether the households in the rural areas are proposed to be provided sheds for cattle under PMAY-G and if so, the details thereof; and

(f) the targets fixed for construction of houses and the budgetary allocations proposed to be made under PMAY-G for reaching the target of housing for all in the rural areas by 2022, year-wise and State/ UT-wise?

(a) : As per Socio Economic and Caste Census (SECC) 2011, no of households identified as suffering from housing deprivation in rural areas of the country are 4,03,02,542. The State/UT–wise detail is given in the Annexure-I. After accounting for the houses that have been constructed under IAY and State sponsored housing schemes since 2011, when SECC was conducted, it is estimated that 2.95 crore houses are to be constructed to achieve the objective of ‘Housing For All’.

(b) ,(c) and (d): A Statement indicating funds released and utilised under the erstwhile Indira Awaas Yojana ( IAY) [now Pradhan Mantri Awaas Yojana –Gramin (PMAY-G)] during the last three years, State/UT–wise, is given in the Annexure-II.

A Statement indicating houses targeted and constructed under PMAY-G (erstwhile IAY) during last three years and current year State/UT–wise, is given in the Annexure-III.

The States/UTs have been advised to complete the incomplete houses sanctioned in the previous years as far as possible preferably by end of the current financial year. The States have also been advised to set up dedicated Programme Management Units(PMU) to undertake implementation, monitoring and supervision of construction of houses at State, District, Block and Panchayat level.

(e) : There is no provision of cattle shed under PMAY-G.

(f) : The Cabinet has approved the construction of one crore houses in rural areas under PMAY-G in the first phase over the period of 3 financial years from 2016-17 to 2018-19 with the financial implication of Rs. 81,975 crore. The targets for the year 2016-17 have been communicated to the State/UTs. Actual targets for remaining period will be decided after verification and finalisation of beneficiary lists based on SECC 2011 data by all States/UTs.
