Question : Nirbhaya Fund


(a) whether the Government has any monitoring mechanism in place to ensure the proper implementation of projects/ proposals under the Nirbhaya Fund;
(b) if so, the details thereof along with the progress made thereunder during the past five years, State/UT-wise; and
(c) if not, the reasons therefor along with the details of projects/proposals/ schemes under the said fund during the said period, State/UT-wise?

(a) & (b): Yes Sir. In accordance with the Framework for Nirbhaya Fund, an Empowered Committee (EC) of officers chaired by the Secretary, Ministry of Women & Child Development (MWCD) appraises and recommends proposals to be funded under this framework. It also provides for the concerned Ministry/ Department to seek approval of the designated competent financial authority, as well as of the Department of Economic Affairs (DEA) for funding of such proposals under the Nirbhaya Framework. As per this framework, the MWCD is responsible to review and monitor the progress of sanctioned projects/ schemes in conjunction with the concerned Central Ministries/ Departments. Further, as per this framework, monitoring and reporting mechanisms are mandated at the State/ UT level as well as at the level of the concerned Central Government Ministries/ Departments. All the projects appraised by the EC are at various stages of implementation having staggered gestation periods for completion of the projects. The details of projects/ proposals/ schemes appraised and recommended for funding under Nirbhaya Fund during the past five years are at Annexure.
