Question : Target under PMAY-G

(a) whether the target of building one crore houses in the rural areas of the country under the first phase of the Pradhan Mantri Awas Yojana Grameen (PMAY-G) was March 31, 2019, as the deadline;

(b) if so, the status and the extent to which the deadline has been met and if not, the reasons therefor;

(c) the number of houses constructed under the first phase of the PMAY-G at the end of December 2019;

(d) whether the Government had set a target to build over 51 lakh houses in the financial year 2019-20 under the second phase and if so, the number of houses constructed under the second phase of PMAY-G so far;

(e) the details of the factors responsible for not achieving the rural housing targets in these phases; and

(f) the corrective steps taken by the Government to accelerate the work?

(a) to (c): To achieve the objective of “Housing for All” by 2022, target is construction of 2.95 crore houses under Pradhan Mantri Awaas Yojana – Gramin (PMAY-G), to be taken up in phases. In the first phase, 1.00 crore houses have been taken up for construction in three years from 2016-17 to 2018-19. A total of 86.21 lakh PMAY-G houses have been completed under the first phase of Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) by the end of December, 2019.


(d) to (f): The Government has taken up construction of 60 lakh houses during the year 2019-20 under PMAY-G out of which target of 59.90 lakh houses have been allocated to States/UTs. As on 31.01.2020, the numbers of houses sanctioned and completed are 41.03 lakh and 6.52 lakh, respectively. As per the provisions of Framework for Implementation of PMAY-G, the time duration given for construction of house under PMAY – G is 12 months from the date of sanction of house.

In order to achieve the objective of “Housing for All” by year 2022 and to ensure faster pace of completion, the Government has taken following measures:

• Regular Video Conference (VC) meeting with States/ UTs at the level of Secretary/ Special Secretary to review the progress and address the issues

• States/UTs to provide strategy for completion of houses from and regular follow-up on the same

• District-wise review in the States with larger targets

• Visits to the States by Officers of the Department to understand and address issues at the ground level

• Timely availability and release of funds to the States/UTs

• State-wise analysis of delayed houses and regular follow-up

• Engaging field functionaries by various States/UTs for monitoring and facilitating beneficiaries in timely construction of houses.

• Review and implementation of PMAY-G in DISHA meeting chaired by Hon’ble Members of Parliament.

• Awards to the best performing States/UTs, Districts based on performance index dashboard, thereby creating healthy competition and motivation among the States/ UTs for achieving the set targets.
