Answer given by the minister

MINISTER OF THE STATE IN THE MINISTRY OF FINANCE (SHRI S.S. PALANIMANICKAM)

(a) to (c): the jurisdictional unit for allocation of targets for collection of direct and indirect taxes is the Chief Commissionerates and not the States. Accordingly, it is not feasible to provide information relating to the target vis-à-vis collection of both direct and indirect taxes from each State during each of the last three years and any shortfall in collection under any head from any State particularly the State or Karnataka.

(d) to (f): Appeals before the Supreme Court and High Courts are recommended/filed by the Chief Commissioners of Income-tax, Customs, Central Excise and Service Tax whose territorial jurisdictions are not congruous with States. Hence, State-wise statistics of litigation pending before various courts in respect of direct and indirect taxes is not maintained.
