(a) & (b): Ministry of Micro, Small & Medium Enterprises (MSME) has notified Udyog Aadhaar Memorandum (UAM), a one page online registration system for MSMEs based on self – certification since 18th September 2015. This is a path breaking step to promote ease-of-doing-business for MSMEs in India as the UAM replaces the filing of Entrepreneurs’ Memorandum (EM part-I & II). A MSME just need to file online, a simple one-page UAM on http://udyogaadhaar.gov.in to instantly get a unique Udyog Aadhaar Number (UAN). The information sought is on self-certification basis and no supporting documents are required at the time of online filing of UAM. Revised notifications were also issued on 10.01.2017 and 30.06.2017 for inclusion of new features including editing provisions. More than 4.98 lakh Schedule Caste Enterprises have registered under UAM since issuance its notification. State-wise details of Schedule Caste Enterprises registered under UAM is given at Annexure-I.
(c) to (e): Further, Ministry of Micro, Small & Medium Enterprises (MSME) has launched National Scheduled Caste and Scheduled Tribe Hub (NSSH) in October 2016 to provide professional support to SC/ST entrepreneurs to fulfill the obligations under the Central Government Public Procurement Policy for Micro and Small Enterprises Order 2012, to adopt applicable business practices and leverage the Standup India initiatives. Various organizations/industry associations including Dalit Indian Chamber of Commerce & Industry (DICCI) have been involved for dissemination of information regarding NSSH and various schemes of the Ministry of Micro, Small & Medium Enterprises (MSME).
The Department of Social Justice and Empowerment is implementing Venture Capital Fund for Scheduled Castes in order to promote entrepreneurship and others among the target population through the Industrial Financial Corporation of India Venture Capital Fund for Scheduled Castes. Till date, an amount of Rs.240.04 crore has been sanctioned among 66 companies owned by SC Entrepreneurs whereas an amount of Rs.168.40 crore has been disbursed to 52 companies under the fund. The State wise number of companies'' sanctioned financial assistance till so far is provided at Annexure-II.
