Question : Status of PMGSY

(a) the total number of projects sanctioned and proposals pending under Pradhan Mantri Gram Sadak Yojana (PMGSY) and the present status of the pending proposals, State/UT-wise including Maharashtra and Uttar Pradesh;

(b) the details of the action being taken by the Government on the pending proposals and the time by which these are likely to be disposed of, State/UT-wise including Maharashtra and Uttar Pradesh;

(c) the details of the special parameters adopted by the Government for the drought affected districts of the country along with the funds approved under this scheme;

(d) whether funds for all the projects under PMGSY are being released on time and if so, the funds allocated, released and spent during the last three years, State/UTwise including Maharashtra and Uttar Pradesh;

(e) whether targets set under the scheme were achieved during the last three years and the current year and if so, the details thereof and if not, the reasons therefor, State/UT-wise including Uttar Pradesh and the steps taken/being taken by the Government to ensure the timely completion of the projects under the scheme; and

(f) the number of complaints received by the Government on the low quality of roads constructed under PMGSY and action taken thereon during the last three years?

(a)&(b): At present, there is no proposal pending in the Ministry, including from the State of Maharashtra and Uttar Pradesh. State-wise details of proposals received and cleared with reasons for pendency is at Annexure-I.

c)&(d): Maintenance of rural roads is the responsibility of the concerned state. As per PMGSY guidelines, the responsibility for construction as well as post construction 5year maintenance of constructed/upgraded roads lies with same contractor. The funds for the sanctioned projects are made available to the State Government concerned, in two installments. The State Government further transfers these funds to State Rural Road Development Agency (SRRDA). The first installment amounting to 50% of the sanctioned value of projects, (or annual allocation whichever is lower) is released subject to fulfilment of conditions, if any, stipulated earlier. The second installment is released to State Governments on utilization of 60% of available funds and submission of certain necessary documents. State-wise and year details of funds released and expenditure incurred during the last three years, including Maharashtra and Uttar Pradesh are at Annexure-II.

(e): All State Governments are advised in various Regional Review Meetings and Empowered Committee Meetings to take suitable necessary action to expedite works under PMGSY and to ensure full utilization of funds. The following steps have been specifically taken by the Ministry in this direction:

(i) States have been advised to augment executing capacity.

(ii) Bidding Document provisions have been rationalized.

(iii) Training has been imparted to field engineers including contractors & their staff for capacity building.

(iv) Regular and structured review of physical and financial parameters are held where the problems posed by the States are addressed.

State-wise and year-wise details of physical and financial target and achievement under PMGSY, including the State of Uttar Pradesh is at Annexure-III.

(f): Complaints related to various facets of PMGSY, including that of low quality of roads constructed under PMGSY are received from time to time. As per Programme Guidelines, the execution of road works according to the prescribed quality, is the responsibility of the State Governments, who are implementing the Programme. All such complaints are therefore, referred to the State Quality Coordinators (SQCs) of respective States for taking necessary action and furnishing report. In case an adequate response is not received within the stated time schedule, the National Rural Roads Development Agency (NRRDA) deputes National Quality Monitors (NQMs) and further processing is done on the basis of NQM report. State-wise and Year-wise details of complaints vis-a-vis action taken for the period, 2013-14, 2014-15, 2015-16 & 2016-17 (upto 25th April, 2016) are at Annexure-IV.
