Question : SLOW PACE OF PROGRESS UNDER PMGSY



(a) whether the Pradhan Mantri Gram Sadak Yojana (PMGSY) is running behind the schedule;

(b) if so, the percentage of targeted works completed and funds spent so far under this yojana;

(c) the performance of States including Jharkhand in this regard;

(d) the reasons for delay in the completion of projects as per schedule;

(e) whether the National Rural Roads Development Agency (NRRDA) has temporarily freezed the release of fund for State; and

(f) if so, the details thereof and the reasons therefor?

(a) Yes Sir,

(b) Under Pradhan Mantri Gram Sadak Yojana (PMGSY), 49% of net eligible habitations have been connected and States have incurred expenditure of Rs.16,612.00 crore on road works upto January, 2010.

(c) The performance of States including Jharkhand has been given in the Annexure-I & II.

(d) Some of the reasons for delay in implantation of PMGSY projects are as under:


(i) Inadequate institutional capacity in some of the States,

(ii) Limited contracting capacity in some States,

(iii) Non availability of sufficient qualified technical personnel including engineers with the contractors,

(iv) Inadequate delegation of financial power to the SRRDA and the PIUs causing delay in the award of projects,

(v) Limited working season and adverse climatic conditions,

(vi) Unfavorable weather conditions i.e. a very long rainy reason/flood have adversely affected the implementation of PMGSY projects in some States,

(vii) Non availability of construction materials in the locality.

(viii) Non availability of land and environmental clearance of the land falling in the forest areas.

(ix) Law & Order problems in some parts of the country.

(x) Limited availability of resources.
