Question : National Skill Qualifications Framework

(a) the salient features of the National Skill Qualification Framework (NSQF) and other major schemes/programmes of the Government for imparting vocational education/training for development of skill of youth in the country;
(b) whether the Government has provided adequate funds under the said schemes/programmes during each of the last three years and the current year and if so, the details thereof, Scheme/Programme wise;
(c) whether the Government has received complaints of irregularities/ corruption/diversion of funds in implementation of the said schemes/ programmes during the said period and if so, the details thereof, Scheme/ Programme-wise;
(d) whether the Government has accepted the recommendations of the National Knowledge Commission pertaining to increase of vocational education in the country and if so, the details thereof along with the implementation status of such accepted recommendations; and
(e) the other steps taken/being taken by the Government in this direction?

Answer given by the minister

(a) The National Skills Qualifications Framework (NSQF) notified on 27th December 2013, is a competency-based framework that organizes all qualifications according to a series of levels of knowledge, skills and aptitude. These levels, graded from one to ten, are defined in terms of learning outcomes which the learner must possess regardless of whether they are obtained through formal, non-formal or informal learning. NSQF is thus a quality assurance framework anchored at National Skill Development Agency (NSDA). The Government of India is implementing various schemes for imparting short term as well as long term skill training on pan- India basis. Under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), the flagship Scheme of the Ministry of Skill Development and Entrepreneurship, short term training is being provided through affiliated training partners/ training centres to help the youth to become employable and earn their livelihood. Long term training is being imparted through the Industrial Training Institutes (ITIs).
(b) Details of the funds allocated and utilised, under PMKVY, from 2015-16 to 2017-18 is at Annexure.
(c) Some complaints have been received under PMKVY. These mostly related to fake enrolment and irregularities in conduct of training, improper trainings and lack of infrastructure in the centre, franchisor- franchisee dispute and mass enrolment.
(d) to (e) The National Knowledge Commission (NKC) emphasized upon the important role of Vocational Education and Training (VET) and considered it as an important element of the country’s education initiative. The Government of India has taken a number of steps for imparting vocational training in the country which include - formulating National Policy for Skill Development and Entrepreneurship, 2015, to provide an umbrella framework to all skilling activities being carried out within the country; launching of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) for imparting short-term training to the youth; notification of common norms for bringing about uniformity and standardization in implementation of various skill development schemes by different Central Ministries/Departments; setting up of Sector Skill Councils (SSCs) as industry-led bodies to develop National Occupation Standards (NOSs); launching of National Labour Market Information System (LMIS); undertaking initiatives for making skilling aspirational.
