Question : Allocation for Various Programmes under Skill Development

(a) whether New Plan is incorporated or considering to include under the Skill Development Programme and if so, the details thereof;

(b) whether the Ministry has utilised the budget allocation for its various programmes and schemes during the year 2017-18;

(c) if so, the details thereof and if not, the reasons therefor along with the impact it has on implementation of the schemes;

(d) whether the Ministry needs to improve its financial performance and prepare a proper action plan in the beginning of the financial year to spend the allocated funds;

(e) if so, the plan prepared by the Government in this regard; and

(f) the corrective measures taken by the Union Government of India for proper organizing the Ministry, effective preparation and implementation and achieve the targets?

Answer given by the minister

(a) to (f) Under Skill India Mission, Ministry of Skill Development and Entrepreneurship (MSDE) through National Skill Development Corporation (NSDC) and State Skill Development Missions (SSDMs) is implementing a flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2016-20 with an objective to provide skilling / upskilling to 1 crore (60 lakh under Short Term Training and 40 lakh under Recognition of Prior Learning) prospective youth pan India for four years with a budgetary outlay of Rs. 12,000 Crore.

As on 30.11.2018, under the PMKVY 2016-20, 33.93 lakh (appx.) candidates have been trained under Short Term Training (STT) (24.13 lakh), Recognition of Prior Learning (RPL) (9.08 lakh) and Special Project (0.72 lakh) across the country in various sectors. Further, budgetary allocation of Rs. 1721.18 crore has been made during FY 2017-18 for the effective implementation of PMKVY 2016-20 and same has been disbursed.

MSDE has taken various measures and interventions to improve physical as well as financial performance of the PMKVY 2016-20 scheme such as Direct Benefit Transfer, Aadhaar linkage of trainers and trainees, Aadhaar enabled biometric attendance of candidate and trainers, maintaining of all MIS through SDMS portal to check duplication of candidates, etc.. Further, PMKVY 2016-20 is endowed with various provisions relating to continuous as well as performance monitoring of training centre. For ensuring quality of training under the scheme, all accreditation and affiliation of training centre is done through an online portal SMART with inspections done by an independent third party assessment agency. Adding to the improved accreditation process, MSDE has initiated a process of continuous monitoring through various channels and mandatory re-accreditation every year. Under this, self-audit reporting, call validations, surprise visits and monitoring through the Skills Development Management System (SDMS) have been adopted. Further, the targets are being assigned to the TCs with a provision for periodic review. The grading is linked to quality of training, infrastructure availability, training capacity, past performance, geographical location and other relevant parameters.
