Question : Pradhan Mantri Kaushal Vikas Kendras

(a) the details of the Pradhan Mantri Kaushal Vikas Kendras equipped with modern infrastructure facilities set up/to be set up in each district of the country since the inception of Pradhan Mantri Kaushal Vikas Yojana , State-wise including Rajasthan;

(b) whether the Government is aware that the contracts of some of the agencies appointed to run Pradhan Mantri Kaushal Vikas Kendras have been cancelled recently in various districts;

(c) if so, the details thereof, State-wise including Rajasthan along with the reasons therefor;

(d) whether shutting down of such centres is defeating the purpose of Pradhan Mantri Kaushal Vikas Yojana;

(e) if so, the details thereof; and

(f) whether the Government is contemplating to award fresh contracts for restarting closed Pradhan Mantri Kaushal Vikas Kendras in the districts including those in Churu and Hanumangarh districts of Rajasthan?

Answer given by the minister

(a) Ministry of Skill Development and Entrepreneurship (MSDE) through National Skill Development Corporation (NSDC) promotes establishment of model and aspirational skill centres known as Pradhan Mantri Kaushal Kendra (PMKK) for imparting skill training in every district throughout the country. At present, skill training at PMKKs is being imparted under the PMKVY (2016-20). As on 11.11.2019, 812 PMKKs have been allocated in 707 districts across the country. Out of allocated PMKKs, 681 PMKKs have been established. The State/UT-wise (including State of Rajasthan) number of allocated and established PMKKs is given at Annexure.

(b) and (c) As on date, contracts of training partners were terminated at 27 districts (1 each in Karnataka and Tamil Nadu, 5 in Punjab, 6 in Himachal Pradesh and 7 each in Maharashtra and Odisha) due to non-compliance of the PMKK guidelines. Further, PMKKs in all the aforesaid districts have been re-allocated.

(d) and (e) PMKKs have been established as a model and aspiration skill centre for imparting training under PMKVY. As on 11.11.2019, 69.03 lakh (appx.) (38.01 lakh STT + 31.02 lakh RPL) candidates have been trained throughout the country under PMKVY (2016-20). Out of these total trained, 9.89 lakh candidates have been trained through PMKKs.

(f) In State of Rajasthan, 35 PMKKs have been allocated; out of which, 34 PMKKs have been established. PMKKs at Churu and Hanumangarh districts of Rajasthan have been allocated to ICA Eduskills Private Limited and the same have been established.
