Question : Land Pooling Policy

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) whether the Government/ Delhi Development Authority (DDA) has convened a meeting recently with the State Government of Delhi for implementation of Land Pooling Policy in Delhi and if so, the details and outcome thereof along with the present status of the said policy;

(b) whether the Government proposes to provide some incentives to various stakeholders for implementation of the said policy and if so, the details thereof;

(c) whether the Government has also directed DDA to resolve all the outstanding issues and roll out the Land Pooling Policy;

(d) if so, the details thereof and response of the DDA and the State Government thereto; and

(e) the time by which the said policy is likely to be implemented to ensure planned development of Delhi?

(a): Yes, Madam. The issues relating to declaration of 89 villages as urban area under Section 507 of the Delhi Municipal Corporation Act, 1957, declaration of 95 villages as development area of Delhi Development Authority (DDA) under section 12 of the Delhi Development Act, 1957, waiving of stamp duty on return of land by DDA to the developer entity and verification of base maps by Revenue Department of Government of National Capital Territory of Delhi (GNCTD) were discussed in a meeting held on 1st November, 2016 chaired by Secretary (Urban Development) and all the concerned agencies were requested to expedite the matter and resolve all outstanding issues.

(b): As per the policy, the landowners/ developer entity will get developed land for construction of houses, commercial and public and semi-public (PSP) facilities, irrespective of the existing land use. Further, the allowed Floor Area Ratio (FAR) on the returned land is 400% on the net residential area and 250% for commercial and PSP facilities.

(c) & (d): All the concerned agencies have been requested to expedite the matter to resolve all the outstanding issues and implement the Land Pooling Policy. Accordingly, DDA has held follow-up meetings with GNCTD.

(e): Declaration of 89 villages as urban villages under Section 507 of Delhi Municipal Corporation Act, 1957 and declaration of 95 villages as development area of Delhi Development Authority under Section 12 of the Delhi Development Act, 1957 are prerequisites for implementation of Land Pooling Policy. The matter is presently with the GNCTD.
