Question : Motivation and Training Programme for Anganwadi Teachers

whether handholding of the Anganwadi teachers by proper training and motivation, perfect collection and dissemination of data of Anganwadis from States and speed of implementation of the schemes of Government of India are few of the major issues identified to upgrade the existing system, if so, the details thereof;
(b) whether the Government is planning motivational and training programmes for Anganwadi workers, if so, the time by which the said plan is likely to be implemented; and
(c) whether the department is planning fresh data collection from the States to take up various popular programmes of the Government efficiently?

(a) & (b) Training is a crucial element in the Anganwadi Services Scheme as the achievement of the Programme goals largely depend upon the effectiveness of frontline workers in improving service delivery. Since the inception of the Scheme, the Ministry has formulated a comprehensive training strategy for the functionaries of Anganwadi Services. Training is imparted to the functionaries on a regular basis.
Anganwadi Workers are provided job training for 26 working days. During this job training, the knowledge, understanding and skills of Anganwadi Workers on various Acts, Policies, Programmes related to women and children, setting up vibrant Anganwadi Centres, conducting Early Childhood Care and Education activities, health & nutrition care of children and women, Community Mobilisation, Awareness, Advocacy & IEC, Management of AWC and hands on experience through supervised practice to work in Anganwadi Centres are developed.
Apart from above, POSHAN Abhiyaan focuses on building the capacity of front-line ICDS functionaries by using Incremental Learning Approach (ILA) on thematic modules. A digital version of ILA has also been developed. All 21 ILA modules have been converted in e-versions which is used through mobile and web based tools. The e-ILA can be accessed at www.e-ILA.gov.in.The frontline workers are also trained through dedicated handholding sessions followed by practical training on smart phone for using ICDS-CAS Software Application. The training enables Anganwadi Worker to capture Data with accuracy.
(c) Under Poshan Abhiyaan, real time data is captured from the Anganwadi Centres to implement the Anganwadi Services effectively. Anganwadi Workers are paid cash incentive of Rs. 500/- per month to motivate them in using Smart Phones for real time data collection.
