(a) whether the reservation quota has been fixed for AIEEE conducted by Kendriya Vidalaya Sangthan on the basis of domicile;

(b) if so, the details thereof;

(c) whether marksheet of 12th class is required instead of certificate from Competent Authority of the State for the purpose of domicile;

(d) if so, the details thereof;

(e) whether the procedure adopted by Central Board of Secondary Education is against the natural justice of States;

(f) if so, the details thereof;

(g) whether the Government is aware the news item “Haq Hamara, Kabja Unka” published in Dainik Jagran, Kota (Rajashtan) dated 11th Septemebr, 2005; and

(h) if so, the details thereof?

(a) to (h): The Central Board of Secondary Education (CBSE) conducts the All India Engineering / Architecture Entrance Examination (AIEEE) . The CBSE has informed that reservation in Central Government Institutions has been made as per rules of Central Government. The state where candidates appear for 10+2 class is taken into account as State Code of eligibility, which is being considered as State Code of Domicile. There is no domicile certificates requirement as far as the admission for the seats reserved or a particular state are concerned. Therefore, Mark Sheet for qualifying exam is required for verification of state code of eligibility, which decides their domicile status. Though representations have been received, there is no change in the policy by CBSE on the matter of deciding State Code of Domicile.
