Question : PMKVY-NSDA

(a) the number of persons provided skill training under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and the National Skill Development Agency (NSDA) during the last three years, year-wise and training partner-wise;

(b) the amount allocated and disbursed so far in the last three years, year-wise and training partner-wise;

(c) whether the Government has taken any serious action against the TPs and officials of NSDA with regards to issues related to training, certification and payments; and

(d) if so, the details thereof and the Government’s stand on this?

(a) to (d) Under Skill India Mission, Ministry of Skill Development and Entrepreneurship is implementing a flagship scheme known as Pradhan Mantri Kaushal Vikas Yojana (PMKVY) with an objective to provide skilling to one crore people under Short Term Training (STT), Recognition of Prior Learning (RPL) and Special Project (SP) through accredited and affiliated training centers (TCs) across the country for four years i.e. 2016-2020. Under the scheme, the accreditation and affiliation of training centres are being done through a single window application SMART for imparting skill development training.

Further, National Skill Development Agency (NSDA) is an autonomous body under Ministry of Skill Development and Entrepreneurship that anchors the National Skill Qualifications Framework, and allied quality assurance mechanisms for synergizing skill initiatives in the country.

As on 30.11.2018, under the PMKVY 2016-20, 33.93 lakh (appx.) candidates have been trained under STT (24.13 lakh), RPL (9.08 lakh) and SP (0.72 lakh) across the country in various sectors through 9,417 empanelled TCs (8,101 TCs under CSCM and 1,316 TCs under CSSM). Further, the financial year – wise details of funds disbursed to NSDC and State Governments for the implementation of the PMKVY are given below:

Under the scheme, PMKVY Monitoring Committee review and formulate framework on the critical cases related to monitoring issues of the stakeholders. Also, the Committee has formulated penalty grid (approved by Steering Committee for PMKVY) for taking action against erring / non compliant training centres / stakeholders. Based on the penalty grid, National Skill Development Corporation (NSDC), implementing agency of PMKVY under MSDE, has suspended training centers for noncompliance of PMKVY guidelines on multiple parameters and periodically publish the list on PMKVY official website.
