Question : LITERACY CAMPAIGN FOR LABOURERS



(a) whether the Government have formulated any action plan to launch literacy campaign for labourers;

(b) if so, the details thereof;

(c) whether the Government and non-Governmental labourers are likely to be benefited under the said scheme; and

(d) if so, the details thereof?

(a): The Central Board for Workers Education (CBWE), an autonomous organization in the Ministry of Labour, has been conducting Functional Adult Literacy Programmes for the working class in general and that of mines and plantations areas in particular.

(b): The basic approach of Functional Adult Literacy Programmes is to meet the implicit and explicit literacy needs of workers with specialized programmes so that the workers can have continuing access to written words and a minimum level of literacy and numeric skill throughout their life. The classes under these programmes are conducted for a period of six months, one hour per day and for 5 days in a week.

(c): Functional Adult Literacy Programes normally cover all the illiterate workers engaged in organized as well as in unorganized/rural sectors besides plantation and mining areas.

(d): illiterate workers numbering 2,58,596 have been benefited from Functional Adult Literacy Programmes since their inception in 1979-80 till March, 2002.
