MINISTER OF LABOUR ( DR. SATYANARAYAN JATIYA )

(a) to (h): The Emigration Act, 1983 regulates migration of Indian workers abroad for employment on contractual basis. Under the Act, only the Recruiting Agencies registered with the Ministry of Labour can conduct the business of recruitment for overseas employment and the Government is not directly involved in recruitment. Seventeen categories of persons are not required to seek emigration clearance for taking up employment abroad. Besides this, emigration clearance is not required for fifty countries including Canada. The State-wise break-up of number of Registered Recruiting Agencies and the number of persons sent through them for employment are indicated in the Annexure-I and II respectively.
