Question : Ear Machines, Tri-Cycles to the Handicapped Poor People

(a) whether the Government has made any scheme to provide materials like Ear Machine, Tri-Cycle and others etc to the Handicapped poor people within the country, if so, the details thereof;
(b) the funds sanctioned, allocated and utilized under this scheme within Assam during the last three years and the current year;
(c) the target set and achievements made so far along with its response;
(d) whether the Government organizes camps to provide such materials to the Handicapped poor people within the country; and
(e) if so, the details thereof along with the number of camps organized in Assam so far, district-wise?

(a) Yes Sir. The Ministry is implementing a Scheme entitled ‘Assistance to Disabled Persons for Purchase/Fitting of Aids and Appliances (ADIP)’ to provide various types of aids and assistive devices including Hearing Aid and Tricycle to eligible persons with disabilities (Divyangjan) which can promote their physical, social and psychological empowerment by reducing the effects of disabilities and enhancing their economic potential. During the last three years and the current year, aids and assistive devices were provided to 10.85 Lakh Divyangjan across the country, involving a total amount of Rs.713.12 crore.

(b) & (c) Being a Central Sector Scheme, no state-wise sanction and allocation of funds is made under the ADIP Scheme. Further, though there is no specific target fixed for States, the achievements and the response in terms of the details of funds utilized and number of beneficiaries covered under the Scheme in the State of Assam during the last three years and the current year is as under:-

(d) &(e) Yes Sir. The aids and assistive devices under the Scheme are distributed by holding assessment and distribution camps throughout the country. The district-wise details of camps held in the State of Assam during the last three years and the current year is at Annexure-II.
