Question : Rural Development Schemes

(a) the details of various Rural Development Schemes being implemented in rural areas of Uttar Pradesh along with the details of the funds allocated for the said purpose during the last three years and the current year, scheme and district-wise;

(b) whether the Government proposes to accord ownership rights to those residing in rural areas namely ‘TANGIA’ in forestland, particularly in Lucknow, Gonda, Barabanki, Basti and Gorakhpur districts in the State of Uttar Pradesh;

(c) if so, the details thereof, location-wise;

(d) whether the Government has decided to construct roads and other infrastructural facilities in the said districts; and

(e) if so, the details thereof and if not, the reasons therefor?

(a): For bringing overall improvement in the quality of life of the people in rural areas, including in Uttar Pradesh, through employment generation, strengthening of livelihood opportunities, promoting self-employment, skilling of rural youths, provision of social assistance, infrastructure development in rural areas, the Department of Rural Development is implementing various Schemes such as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhyay – Gramin Kaushalya Yojana (DDU-GKY), Pradhan Mantri Awaas Yojana – Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY), National Social Assistance Programme (NSAP) and Shyama Prasad Mukherjee Rurban Mission (SPMRM). The details of funds allocated/released during last three years and current year under these schemes in Uttar Pradesh is at Annexure.

(b) & (c): Ministry of Tribal Affairs has enacted The Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Right Act, 2006) (in short FRA) and the act was notified for operation on 31.12.2007 and the rules there under was also notified on 1.1.2008. FRA is an act to recognize and vest the forest rights and occupation in forest land in forest dwelling Scheduled Tribes and other traditional forest dwellers who have been residing in such forests for generations but whose right could not be recorded. Responsibility for implementation of FRA lies with the Staste Govts/UTs. As per information received from the states/UTs, till 31.03.2019, a total of 42,37,853(individual and community) claims were filed out of which 19,64,048 titles(individual and community) have been distributed to the extent of 1,29,38,762.14 acres of forest land.

(d) & (e): Among major rural development programmes, implemented by the Ministry, rural infrastructure is created under PMGSY, PMAY-G and MGNREGA. These schemes are being implemented across the rural areas of the country, including Uttar Pradesh. Achievements under various rural development schemes during 2018-19 in the State of Uttar Pradesh are as given below:
