Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING ??????????, ??????? ?? ????? ?????? be pleased to state:


(a) whether the Government has taken any measures or intends to develop and set up new fishing harbours in the country including the State of Gujarat under Sagarmala project, if so, the details thereof?

(b) if so, whether the State Government of Gujarat has submitted any proposals in this regard; and

(c) the details of the proposals and the action taken by the Government in this regard and the time by which the project is likely to be completed?

(a) to (c): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying with effect from the financial year 2020-21 has been implementing a flagship scheme namely Pradhan Mantri Matsya Sampada Yojana (PMMSY) with a highest ever investment of Rs. 20,050 crore in all States/Union Territories(UTs) including in the State of Gujarat for development of fisheries. Development of fishing harbours and fish landing centres is one of the thrust areas under PMMSY and an investment of about Rs.3500 crore has been envisaged for this purpose under the PMMSY. Under PMMSY, central financial assistance upto 60% of project cost to the State Governments and 100% for UTs is provided for the development of fishing harbours and fish landing centres. Besides, the Government of India meet the entire cost for modernization of fishing harbours exclusively owned by the Central Government and its entities. PMMSY also envisages suitable linkages and convergence with the Sagarmala Scheme of Ministry of Ports, Shipping and Waterways(MoPSW) for development of fishing harbours/fish landing centres. The Department of Fisheries (DoF), Ministry of Fisheries, Animal Husbandry and Dairying during 2020-21 has accorded approval to four fishing harbour proposals under PMMSY in a convergence mode of implementation by sharing the central financial liability equally between the PMMSY of DoF and Sagarmala of MoPSW and the Government of Gujarat has not submitted any viable proposal under PMMSY. Details of the approved fishing harbour proposals are as below:

Further, in order to address the infrastructure requirement for fisheries sector, the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying during 2018-19 created a dedicated fund namely Fisheries and Aquaculture Infrastructure Development Fund (FIDF) with a total funds size of Rs 7522.48 crore. The FIDF provides concessional finance to the Eligible Entities (EEs) including State Governments/Union Territories and State entities for development of identified fisheries infrastructure facilities including fishing harbours and fish landing centres. The Ministry of Fisheries, Animal Husbandry and Dairying has so far approved the proposals for development of 14 fishing harbours in the country at a total cost of Rs. 3451.32 crore. This includes the proposals of Government of Gujarat for development of 5 fishing harbours at a total cost of Rs. 1354.92 crore under FIDF:

In addition to above mentioned 5 fishing harbour projects, the Ministry of Fisheries, Animal Husbandry and Dairying in September,2017 has also approved another proposal of Government of Gujarat for 3rd Stage development of Mangrol Fishing Harbour in Junagadh District at a total cost of Rs. 155.83 crore under the Centrally Sponsored Scheme on Blue Revolution : Integrated Development and Management of Fisheries in a convergence mode of implementation by sharing the central liability of Rs. 25 crore equally between the DoF and MoPSW.
