Question : Saving-cum-Relief Scheme for Fishermen

(a) the details of the funds released by the Government for fishermen under the Saving-cum-Relief scheme to various States including Kerala during the last three years;

(b) whether the Government has increased the central share in the scheme and if so, the details thereof;

(c) whether any amount has to be reimbursed from the Central Government share to the State Government of Kerala under the Saving-cum Relief scheme during the said period and if so, the details thereof; and

(d) whether the Government has taken any measures to reimburse the amount in a time bound manner and if so, the details thereof?

(a) : The details of central funds released under the Saving-cum-Relief scheme to various State Governments/Union Territories including Kerala during the last three years is furnished at Annexure-I.

(b): Yes, Madam. The central share for Saving-cum-Relief under the Central Plan Scheme on ‘Blue Revolution: Integrated Development and Management of Fisheries’ has been enhanced from Rs.900/- to Rs.1500/-per fisher, with effect from the current financial year (2016-17).

(c): A sum of Rs.2142.34 lakh has been released to the Government of Kerala against a demand of Rs.3659.47 lakh during the last three years.

(d): Central funds under the Scheme are released to the State Governments depending on the receipt of viable proposals, in accordance to the provisions of the Scheme and keeping in view the availability of budgetary allocation.
