STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (E) OF LOK SABHA STARRED QUESTION NO. *304 TO BE ANSWERED ON 20.12.2021 ASKED BY DR. SUKANTA MAJUMDAR AND SHRI VINOD KUMAR SONKAR REGARDING ‘OVERSEAS JOBS TO YOUTH
(a) Yes, Sir.
(b) Pre-Departure Orientation Training (PDOT): The Ministry of Skill Development and Entrepreneurship (MSDE) in collaboration with Ministry of External Affairs (MEA) is conducting the Pre-Departure Orientation Training (PDOT) programme under the Pravasi Kausal Vikas Yojana (PKVY). National Skill Development Corporation is the implementing agency for this programme. Under the PKVY the potential migrant workers undergo a one-day PDOT on aspects such as language, culture, emigration process, welfare measures and do’s and don’t of the destination countries. At present, there are 15 Centres operational across 13 cities (Delhi, Mumbai, Kochi, Lucknow, Gorakhpur, Chennai, Chandigarh, Jalandhar, Amritsar, Thiruvananthapuram, Kolkata, Bhubaneswar and Bhopal). Training imparted to 97,628 (nos.) candidates. Year-wise number of candidates trained is given in the Annexure-I. State-wise break-up along with the number of candidates trained in PDOT Centres is given in Annexure-II.
India International Skill Centres (IISCs) Network: IISC network is catering to the need of the foreign countries where Indian manpower is in much demand. IISC network is a fee based market driven model determined by global workforce supply and demand dynamics. It provides incremental skill training on international standards and assessment of skills for overseas employment. It comprises of Member Organizations operating through several fixed centres referred to as IISCs. As on date, 100 organizations are part of the network operating through 557 IISCs across more than 300 trades. The top five sectors (based on the number of training centres) are Construction, Electronics, Retail, Tourism and Hospitality. These IISCs are spread across 261 districts of the country, while covering 68% of the top 50 migrating districts. State-wise break-up of the IISCs is given in Annexure-III.
(c) Yes, Sir.
(d) NSDC had commissioned the ‘Global Skill Gap Study’ in year 2018. The study showcases the in-depth analysis of the global workforce markets with prime focus on leveraging the opportunities to the benefit of Indian workforce. The study highlights nations that would face workforce shortages in the foreseeable future and maps out the corresponding opportunities that these shortages present for the Indian workforce.
Key findings of the study highlight the demand of Indians in European countries, countries with mature migration systems like Japan, US, Australia, Canada, Singapore and countries in the Gulf Cooperation Council (GCC). As per the study, sectoral demand for Indian migrants:
• In United Arab Emirates, Saudi Arabia and Qatar shall be approx. 26.3 Lakhs (in next 5 years) across major sectors such as Construction, Wholesale & Retail Trade, real estate and rental & business services, etc.
• In Germany, Netherlands, UK, Sweden & Switzerland shall be approx. 3 Lakhs by 2030 across major sectors such as Health & Social Care, Manufacturing, etc.
• In Singapore, Australia, New Zealand, Canada, USA, Japan & Malaysia shall be approx. 9.5 Lakhs (in next 5 years) across major sectors such as Health Care and Social Assistance, construction, etc.
(e) Steps being taken by the Government to provide training and jobs in these countries to unemployed youth are as under:
• MSDE has signed various Memorandum of Understanding (MoU)/Agreements with Germany, Japan, Switzerland, United Arab Emirates, Qatar, China, United Kingdom, Belarus, France, Australia and Denmark at Government to Government (G2G) level in the skill training and overseas employment. Besides, NSDC also have signed various Agreements at Business to Business (B2B) level with various countries.
o NSDC is working with the Ministry of Human Resource and Emiritization (MoHRE) and Abu Dhabi Quality and Conformity Council (ADQCC) for benchmarking qualifications, assessment and certification. In October, 2018, benchmarking of 16 UAE skill qualifications to 13 Indian skill qualifications in construction and automotive sectors was conducted by the technical teams of NSDC and ADQCC.
o NSDC is also collaborating with Emirates Driving Institute (EDI) and the Youth Chamber of Commerce (YCC) to establish driver training institutes in various parts of India.
o In respect of Kingdom of Saudi Arabia (KSA), in the first phase, 5 occupations were benchmarked between India and KSA.
o Under Project Training for Emirates Jobs and Skills (TEJAS), NSDC is implemented the programme through NSDC International Limited. NSDC International Limited has partnered with some of the largest employers in the UAE. Under the programme, NSDC is engaging with its IISC Network members (Training Partners) for sourcing and training candidates. The trained candidates will then be assessed and certified by respective Sector Skill Councils.
o NSDC has set up a 100% subsidiary, NSDC International Limited to drive international collaboration initiative for skill development
o Under the Technical Intern Training Programme (TITP) with Japan, Indian interns are sent to Japan in the sectors of healthcare, manufacturing, construction, textile and agriculture.
o A Memorandum of Cooperation (MoC) was signed between the Government of India and Government of Japan on 18th January, 2021 on a basic framework for the partnership for proper operation of the system pertaining to Specified Skilled Worker (SSW). The sectors covered under the programme are nursing care, building cleaning, material processing, industrial machinery manufacturing, electric and electronic information, construction, ship building and ship related industry, automobile maintenance, aviation, lodging, agriculture, fisheries, food and beverages, and food service.
o Cluster based training of trainers’ programme under Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) Project at Aurangabad Maharashtra: Stakeholders are MSDE, German Development Agency (GIZ), Automotive Skill Development Council (ASDC), Maharashtra State Skill Development Society (MSSDS), Marathwada Auto Cluster (MAC), Aurangabad and Indo German Chamber of Commerce (IGCC). Project aims to create a pool of highly skilled trainers for automotive sector in manufacturing domain. Under the programme.
o Industry experts will be trained as Trainers for the skilling ecosystem.
o Trainers from vocational training institutes, training providers and other technical institutes and excellence centres.
o The training duration is 12 weeks – 4 weeks theory, 5 weeks on job training, 2 weeks industry experts and German expert training and one week assessment.
o Certification: Indo-German Dual certification with support of ASDC and IGCC.
