Question : INDIRA GANDHI MATRITVA SAHYOG YOJANA



(a) the details of the conditions laid down and mode of transfer of incentives to women under the Indira Gandhi Matritva Sahyog Yojana (IGMSY) Scheme;

(b) the achievements made under the said Scheme in the country, State/UT-wise;

(c) whether the stipulated condition of cash incentive for the first two live births meets the requirement of rural women under the said Scheme in the country particularly in Maharashtra;

(d) if so, the details thereof and if not, the reasons therefor; and

(e) the steps taken/being taken by the Government to revise the said Scheme in order to benefit the maximum number of rural women in the country?

(a): The pregnant and lactating women of 19 years of age and above for first two live births are entitled for benefits under the Indira Gandhi Matritva Sahyog Yojana (IGMSY). All Government/PSUs (Central & State) employees are excluded from the scheme as they are entitled for paid maternity leave. Currently, the beneficiaries are paid Rs.6000/ in two instalments through bank accounts or post office accounts. The First installment is given in third trimester i.e. seven to nine months of pregnancy and the Second installment is given six months after delivery on fulfilling specific conditions as mentioned below :
Cash Transfer Conditions Amount (in Rs.) First installment # Registration of Rs.3,000 (in third trimester Pregnancy at AWC / i.e. seven to health centres within nine months of four months of pregnancy pregnancy) # At least two ANC with IFA tablets and TT Second installment # The birth of the Rs. 3,000 (6 months after child is registered. delivery) # The child has received BCG, DPT I, II & III and three OPV doses # Attended at least 3 growth monitoring and IYCF counselling sessions within 3 months of delivery. # Exclusive breastfeeding for six months and intro- duction of complimentary feeding as certified by the mother.
(b): The State/UT wise physical and financial achievements till now under IGMSY are given in Annexure.

(c) & (d): No issue about the eligibility condition of first two live births has been raised by the Government of Maharashtra.

(e): An Expenditure Finance Committee (EFC) note has been circulated to the stakeholder Ministries for revision in the scheme in the context of the National Food Security Act, 2013 to provide benefit to pregnant and lactating women, including rural women.
