Question : Transshipment Ports

(a) the details of capacity of transshipment ports/terminals in the country and the proportion of Indian cargo transshipped at foreign ports during each of the last three years and the current year;
(b) the problems being faced in augmenting the Indian ports with transshipment capacity and the steps taken by the Government to address the same;
(c) the details of losses incurred by the Indian importers and exporters due to extra port handling charges at foreign transshipment hubs during the said period;
(d) the details of competitors for Indian ports in transshipment business;
(e) whether the Government proposes to improve its share in transshipment trade and if so, the details thereof; and
(f) whether the Government proposes setting up of transshipment port in the country and if so, the details thereof?

(a) The capacity of Container ports/terminals in the country for the last three years is as under:

2013-14 - 11.22 MTEUs
2014-15 - 12.53 MTEUs
2015-16 - 13.90 MTEUs

As such, there is no dedicated transshipment terminal except International Container Transshipment Terminal (ICTT), Vallarpadam at Cochin Port with a capacity of 1 MTEUs during last 3 years. The proportion of container transshipped during the last three years is:

2013-14 - 1.86 MTEUs (24.9% out of total container 7.46 MTEUs handled)
2014-15 - 2.49 MTEUs (31.2% out of total container 7.96 MTEUs handled)
2015-16 - 2.84 MTEUs (34.7% out of total container 8.20 MTEUs handled)

The traffic handled at ICTT, Vallarpadam was 3.47, 3.66 and 4.19 lakh TEUs during the last three years.

(b) The problem being faced in augmentation of transshipment capacity is consolidation of cargo and proximity to the main sea route line.

(c)to(f):Major competitors of Indian Ports for transhipment business are Colombo, Dubai, Singapore, Jabel Ali, Port Kelang, etc. For development and setting up of transshipment port and to improve its share in transshipment trade, the Government of India is contemplating development of Enayam Port in Tamil Nadu and at Vizhinjam in the state of Kerala.
