Question : CONSTRUCTION OF BRIDGES UNDER PMGSY



(a) the details of population norms prescribed for tribal and scheduled areas under Pradhan Mantri Gram Sadak Yojana (PMGSY) in the country;

(b) whether construction of bridges are also undertaken under PMGSY;

(c) if so, the details of bridges constructed in tribal and scheduled areas including in the North Eastern region during the last three years and the current year, year-wise and area-wise; and

(d) the special efforts made in the naxal-affected areas with regard to PMGSY during the last three years and the current year, year-wise?

(a): The Pradhan Mantri Gram Sadak Yojana (PMGSY) guidelines envisage connecting all habitations with a population of 500 persons and above in plain areas and 250 persons and above in Hill States, Tribal (Schedule V) areas, the Desert Areas (as identified in Desert Development Programme) and in the Left Wing Extremism (LWE) affected / 60 Integrated Action Plan (IAP) districts as identified by the Ministry of Home Affairs/Planning Commission.

(b)&(c): The cost of bridges up to span of 50 m are funded by the Central Government.In respect of bridges of span beyond 50 m pro rata cost of construction is provided by the State Governments. However, in respect of 60 Integrated Action Plan (IAP) Districts, cost of bridges up to span of 75 m is funded by the Central Government. The State Governments have been advised to ensure, in future, that proposal for any road invariably covers all requisite eligible CD works.

(d): Some of the major relaxations made in the PMGSY guidelines for Left Wing Extremism (LWE) affected/60 Integrated Action Plan (IAP) districts are as follows:

i. All habitations in Integrated Action Plan (IAP) districts, whether in Schedule-V areas or not, with a population of 250 and above (in 2001 census) will be eligible for coverage under PMGSY as against the population of 500 in other areas.

ii. In case of LWE/IAP districts, the minimum tender package amount is reduced to 50 lakhs.

iii. The time limit upto 24 calendar months would be allowed for completion of work. However, no extra liability, if any, on account of cost escalation shall be met from the programme fund provided by the Ministry of Rural Development, Government of India.
