Question : ABOLITION OF POSTS



(a) whether the Government has banned the creation of new posts in the Central Government Department;

(b) if so, the details thereof;

(c) the date of its coming into effect;

(d) the details of Posts abolished in each Central Government Departments such as Railways, Posts, Audit & Accounts, Defence, Income Tax, Health, CPWD, Information & Broadcasting etc.etc.;

(e) whether there is any move by the Government to stop abolition of posts in these departments and lift the ban on recruitment;

(f) if so, the details thereof; and

(g) if not, the reasons therfor?

(a), (b) & (c): Restrictions have been imposed from time to time on creation of new/additional posts. A general ban on creation of posts both Plan and Non-Plan without exception to any category or classification of posts and also covering the autonomous organizations has been imposed since 24.9.2000 with a view to achieve fiscal prudence and austerity in Government expenditure. However, in exceptional cases, proposals from different Ministries/Departments are considered based on their merit/functional justification including statutory requirements, if any, existing strength and matching savings etc.

(d): Details of posts abolished in each Ministry/Department are not maintained centrally.

(e), (f) & (g): No Sir. There is no proposal under consideration in the Government.
