Question : STOLEN- MISSING FILES -DOCUMENTS



(a) whether all the missing files and documents sought by Central Bureau of Investigation (CBI) relating to coal block allocations between 2006 and 2009 have been found and handed over to CBI ;

(b) if so, the details thereof;

(c) whether a number of files and documents have been stolen and are still missing;

(d) if so, the details thereof;

(e) the action taken by the Government against the officials found guilty; and

(f) the steps being taken by the Government for getting the stolen/missing files and documents?

(a) to (d): A Preliminary Enquiry (PE) No.219 2013 E 0001 was registered by the Central Bureau of Investigation (CBI) on 20.09.2013 on the direction of Hon’ble Supreme Court of India against unknown officials of Ministry of Coal with regard to the files and documents which were missing or not available or not traceable and were required by CBI to carry out the investigation into the alleged irregularities in allocation of coal blocks. Accordingly, in order to go into the reasons for missing/non-availability of the documents and to ascertain the criminality therein, the said PE was initiated.
The CBI has submitted its report in the PE to the Ministry of Coal. CBI in its report inter-alia has concluded that “the enquiry was conducted to trace out 29 missing documents/files, which were the subject matter of the enquiry. The required documents either were traced or settled through alternate source as well as on getting clarifications from the Ministry. Some documents are no longer required, as the enquiry/investigation of these cases have been completed.”

(e) & (f): Do not arise in view of the report of the CBI.
