Question : MEDICAL FACILITIES TO EMPLOYEES



(a) the details of various schemes for the benefit of coal workers implemented by Coal India Limited(CIL) and its subsidiaries in the country;

(b) the funds allocated by CIL and its subsidiaries under various schemes during each of the last two years and the current year, year-wise alongwith the utilization of funds, State-wise;

(c) whether medical facilities are also being provided to the employees and workers of CIL and its subsidiaries;

(d) if so, the details thereof alongwith the criteria and the details of employees and workers who have been given these facilities since 2004;

(e) whether CIL and all its subsidiaries are maintaining computerized database of the medical history of employees and workers;

(f) is so, the details thereof and the manner in which it is maintained ; and

(g) if not, the reasons therefor and the steps taken/proposed to be taken by the Government to provide health facilities to these employees and workers?

MINISTER OF STATE IN THE MINISTRY OF COAL (SHRI PRATIK PRAKASHBAPU PATIL)

(a) All the employees of Coal India Limited and its subsidiaries are entitled for free treatment alongwith their dependent family members in Coal India Limited hospitals and dispensaries. In case employees or their dependents are suffering from some disease and treatment of each is not available at CIL hospitals, patient is immediately referred to empanelled super speciality/multi speciality hospital of the country. The treatment costs of these referred cases are borne by CIL or its subsidiaries. After retirement, the Coal worker alongwith his/her spouse is entitled for free OPD and indoor treatment in CIL hospitals only.

(b) Separate budget is available to provide above mentioned medical facilities and same is being utilized in total in case of outside references. Company wise and State wise details are being collected from Subsidiaries.

(c) Yes, Sir.

(d) All employees and their dependents are provide medical facilities including preventive, diagnostic and curative measures free of cost. Each coal subsidiary has one Multi Specialty referral hospital equipped with modern gadgets & qualified specialists. In addition there are Regional/Area hospitals in coal mining areas to provide immediate medical attention. Each project has one Dispensary with Medical Officer so as to provide immediate first aid measures as well as to treat routine ailments. There are 85 Hospitals, 424 Dispensaries, 5,806 Beds and 642 Ambulances and 1460 Doctors including Specialists in CIL and its subsidiaries besides 12 Ayurvedic dispensaries. For providing super specialty treatment to critically ill and other patients, CIL has empanelled 100 super specialty or Multi specialty hospitals in different parts of the country on CGHS rates and 80% cashless facility.

(e) NCL has started computerization database of medical history of employees and workers and other subsidiaries are implementing it in a phased manner.

(f) NCL has developed a software programme for computerizing the database of the medical history of employees which is being operated successfully. With a view to bring uniformity, a programme has been developed at ED (MS) office, CCL, Ranchi is being implemented in subsidiaries.
