(a) & (b): Para 29(1) of Schedule I of Mahatma Gandhi NREGA stipulates that the payment of wages are to be made within fifteen days from the date of closure of the muster roll.
(c): State/UT-wise details of delayed transactions for more than 90 days under Mahatma Gandhi NREGA during the current FY 2016-17 are given in Annexure.
(d): The following efforts have been made by Government to reduce the delays in payment of wages to the MGNREGA workers:
• The Ministry has introduced e-FMS system. Under this system, the expenditure is done by making e-Payments towards wage, material and administrative expenses.
• The Government has started National Electronic Fund Management System (NeFMS) in 21 States and 1 UT for direct payment of wages into workers account during current FY.
• The Government has started making the e-Payment through PFMS
• Dashboard to monitor pending FTOs at various levels.
• SMS alert are being pushed to field functionaries like GRS, Technical Assistant, Programme Officer, Digital Signatories etc. to enable the State Govt. in tracking the delays happening in each sub process till the time of generation of Fund Transfer Order (FTO).
