(a) Whether the Government proposes to launch Digital Ecosystem for Skilling and Livelihood – the DESH Stack e- portal;
(b) if so, the details thereof;
(c) Whether the Government has planned to align National Skill Qualification Framework (NSQF) with dynamic industry needs;
(d) if so, the details thereof; and
(e) the other step being taken by the skill development in new emergingsectors like Drones?
(a) Yes Sir. DESH is being discussed and finalized in the Ministry.
(b) Digital Ecosystem for Skilling and Livelihood (DESH) will act as a digital platform that will extend the Skill India’s reach to every aspiring Indian youth and connect employers, trainers and trainees, etc.
Through the platform, learners will be provided with an opportunity to upskill and reskill to ensure lifelong learning experience. The platform will also facilitate access to counsellors and mentors and access to finance for entrepreneurs.
(c) & (d) National Skill Qualification Framework (NSQF) is a competency-based skill framework that organizes all qualifications according to a series of levels of knowledge, skills and aptitude. At present, 5311 qualifications have been aligned to NSQF.Aligning the NSQF aligned qualifications to dynamic industry needs is a continuous process. The NCVET undertakes review of existing qualifications in collaboration with Awarding Bodies, including SSCs and the potential industry bodies, with a view to reorient them and provide flexibility, as per industry needs to promote continuous skilling, re skilling & up skilling.
(e) Twenty One (21) Sector Skill Councils have identified the requirement of future/emerging skills in their respective domains including on Drones, Robotics, Mechatronics, Artificial intelligence, 3D Printing etc. for development of Qualifications.
Further, Directorate General of Training under Ministry of Skill Development & Entrepreneurship has introduced following 14 new age vocational courses in new emerging areas through a network of Govt. & Private ITIs (Industrial Training Institutes) under Craftsmen Training Scheme (CTS) across the country.
