Question : Road Side Petrol-Diesel Delivery

(a) whether the Ministry of Petroleum and Natural Gas has issued licence to sell petrol/diesel on road side through 2KL, 3KL, 6KL browsers and if so, the details of authorized road side fuel distributors;
(b) whether such type of road side delivery is also available in other countries, if so, the details thereof;
(c) whether any responsibility has been fixed for safety and security of public from hazardous material;
(d) whether the Petroleum and Explosives Safety Organisation (PESO) has given permission for road side petrol/diesel deliveries; and
(e) the details of rules for door-to-door delivery of petroleum products and whether any Assurance of quality and quantity is given?

(a) & (b)
Public Sector Oil Marketing Companies (OMCs) have informed that they have not authorised sale of petrol/diesel on road side through bowsers nor have authorised any road side fuel distributor. However, amendments in Petroleum Rules 2002 and MS and HSD (Regulation of Supply, Distribution and Prevention of Malpractices) control order, 2005 have been made to facilitate Door to Door Delivery of Diesel through Mobile bowsers.
(c) & (d)
Safety norms have been stipulated in the amendments to the Petroleum Rules, 2002 and MS/HSD control order, 2005. Petroleum and Explosives Safety Organisation (PESO) has framed Standard Operating Procedure (SOPs) for filling and dispensing the product through Mobile bowsers.
(e) MS and HSD Control Order allows a person duly authorised by an oil company to take delivery of Diesel from any supply location of the oil company or from any retail outlet of an oil company having facility for loading of mobile dispenser, and he shall be solely responsible for the quality, quantity, safety and handling of the product from the point of delivery at supply location or retail outlet.
