Question : ROADS BUILT UNDER PMGSY



(a) the details of roads built under Pradhan Mantri Gram Sadak Yojana (PMGSY) and Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) since 2010 including in Maharashtra. State-wise:

(b) whether roads built under PMGSY and MGNREGA are sub-standard;

(c) if so, the action laken/being taken by the Government to maintain the good quality of roads;

(d) whether the Union Government has issued instructions to State Governments to fix responsibility and ensure transparency for repairing and maintaining the high quality of roads built under these schemes;

(e) if so, the details thereof; and

(f) if not, the reasons therefor?

(a) The state-wise detail of roads constructed under Pradhan Mantri Gram Sadak Yojana (PMGSY) and Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) since 2010-11, including Maharashtra is furnished at Annexure-1 & n respectively.

(b)to(f) PMGSY aims at providing good all-weather road connectivity to the unconnected eligible habitations in rural areas by way of an all-weather road. As per the programme guidelines, rural roads are constructed in accordance with technical specifications and geometric design standards prescribed by the Indian Roads Congress and constructed roads are to be maintained for five years by the same contractor. The execution and quality of the road works is the responsibility of the State Governments concerned. A three Tier Quality Control Mechanism has been put in place under the Programme, where first tier is in-house quality control and second tier is independent monitoring of road quality by State Quality Monitors (SQMs) at State level. The third tier is envisaged as an independent monitoring mechanism at the central level, where the independent National Quality Monitors (NQMs) are engaged for inspections of roads on sample basis. The inspection reports of NQMs are shared with the Slate Government concerned. If quality of any work is graded as `Unsatisfactory` the State Government ensures that the contractor replaces the material or rectifies the workmanship (as the case may be), within the time period stipulated.

The State Governments are also required to fix responsibility and take action against the erring contractors/officials and send Action Taken Report in such cases. These Action Taken Reports are regularly monitored in National Rural Roads Development Agency (NRRDA) and are also available in public domain through PMGSY programme website.

In order to ensure quality and productivity of assets created under MGNREGA, the Ministry has substantially revised the Schedule I and II of the MGNREG Act, 2005 and notified them on 3`1 January, 2014. The revised schedules notified on 3`d January. 2014 (Schedule I. Para 4 IV (ii) provides for all-weather rural road connectivity to unconnected villages and to connect identified rural production centers to the existing pucca road network; and construction of pucca internal roads or streets including side drains and culverts within a village. Para 27 of Schedule I of MGNREG Act 2005 provides for regular inspection and supervision of works by quality control teams to ensure proper quality of work.
