Question : Missing Children and Women

(a) whether the cases of missing women and children from shelter homes and remand homes have come to the notice of the Government during each of the last three years and the current year;
(b) if so, the number of such cases reported from various parts of the country during the said period, State/UT-wise;
(c) whether the Government has conducted any enquiry in this regard, if so, the details and outcome thereof along with the number of officials found guilty in such enquiry and action taken by the Government against them; and
(d) the other steps taken/being taken by the Government in this direction?

(a) & (b): The National Commission for Protection of Child Rights (NCPCR) has reported that they have received 08 complaints pertaining to 26 children missing from the Child Care Institutions including Shelter Homes during the last three years and the current year. The State/UT-wise details are Annexed. The data regarding cases of missing women from shelter homes and remand homes is not maintained centrally.

(c) & (d): NCPCR takes cognizance of the complaints and recommends the concerned Government / Authority to take appropriate action on the basis of inquiry report. The Ministry has been requesting the States/UT Governments for strict implementation of the Juvenile Justice (Care and Protection of Children) Act, 2000 [JJ Act]. Section 34(3) of JJ Act, 2000 mandates all Child Care Institutions (CCIs) including homes of various types to be registered under the Act. The provisions of the JJ Act and the rules framed thereunder inter-alia provide for various mechanisms including inspection of CCIs, minimum standards of care etc., to keep a check on the functioning of these institutions.
