Question : One Nation- One Pay Day System

(a)whether the Government is planning to introduce One Nation, One Pay Day system, if so, the details thereof and the aims and objectives behind the move;
(b)whether the Government has prepared any action plan to implement the said scheme, if so, the details thereof and the punishment likely to be imposed by the Government for violators and the details thereof;
(c)the present status of implementing Occupational Safety, Health and Working Conditions (OSH) Code;
(d)the benefit that workers get after the implementation of OSH;
(e)whether the Government is working on to ensure that all those working in the unorganized sector should get a minimum pension besides getting medical coverage; and
(f)if so, the details of the pension to be paid and the time by which this will be implemented and the other steps taken by the Government to ensure that workers get timely payment of salaries in all sectors?

(a)& (b): The Code on Wages, 2019, as passed by the Parliament, envisages universal applicability of provision of timely payment of wages to all workers under Section 17. This provision also provides for specific time-limit for payment of wages on daily basis, weekly basis, fortnightly basis and monthly basis.

(c)& (d): The Occupational Safety, Health and Working Conditions Code, 2019 was introduced in Lok Sabha on 23rd July, 2019 and subsequently, referred to the Parliamentary Standing Committee on Labour for examination.

(e) & (f): In order to provide social security benefits to the workers in the unorganised sector, the Government has enacted the Unorganised Workers’ Social Security Act, 2008. This Act stipulates formulation of suitable welfare schemes for unorganised workers on matters relating to: (i) life and disability cover, (ii) health and maternity benefits, (iii) old age protection and (iv) any other benefit as may be determined by the Central Government. Life and disability cover is provided through Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) to the unorganised workers depending upon their eligibility. Government of India and State Governments pay the annual premium in equal share. The healthcare benefits are addressed through Ayushman Bharat scheme. For old age protection in the form of monthly pension, Government of India has recently launched Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM). Under the scheme, minimum assured monthly pension of Rs.3000/- will be provided to the unorganised workers after attaining the age of 60 years. Prescribed monthly contribution is payable by the beneficiary and equal matching contribution is paid by the Central Government.
