(a) Under the Skill India Mission, there are about 20 Central Ministries/Departments including Ministry of Skill Development and Entrepreneurship (MSDE) involved in the implementation of more than 40 schemes for various skill development programmes to develop skilled manpower to meet the requirements of different sectors including the manufacturing sector.
Major schemes include Pradhan Mantri Kaushal Vikas Yojana (PMKVY), National Apprenticeship Promotion Scheme (NAPS), Rural Self Employment and Training Institutes (RSETI), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), etc. Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2016-20 is a flagship scheme of the Ministry of Skill Development and Entrepreneurship being implemented with an objective to provide skill development training (Short Term Training (STT) and Recognition of Prior Learning (RPL)) across the country in diverse sectors including manufacturing. NAPS scheme is being implemented by DGT to create industry reliable jobs in manufacturing, service and other sectors. RSETI is implemented by Ministry of Rural Development for skilling rural youth to take up gainful self-employment. DDU-GKY is being implemented by MoRD for skilling of rural poor youth in the age group of 15-35 years. Make in India programme is being implemented by Department for Promotion of Industries and Internal Trade, Ministry of Commerce and Industry with an objective to create jobs and provide skill development in manufacturing covering 25 focus sectors of the economy.
Skill India initiatives taken by various Central Ministries play an important role in enhancing employability of the labour force as well as productivity of various sectors of the economy including manufacturing. Make in India and Skill India are playing complementary role to boost manufacturing sector. The Skill India initiatives of MSDE aims to prepare skilled workforce with an emphasis on 25 focus sectors of the economy.
(b) and (c) Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2016-20 is being implemented with an objective to provide skilling to one crore prospective youth for four years i.e. 2016-2020. Under the scheme, short duration industry relevant skill development training is being imparted in around 350 job roles catering diverse sectors including manufacturing.
Under PMKVY, as on 12.06.2019, 52.12 lakh (appx.) (31.08 lakh STT + 21.04 lakh RPL) candidates have been trained in various sectors including manufacturing sector under the scheme across the country. Under STT, the placement data is reported within 90 days of certification of trained candidate. As per data reported on SDMS (Skill Development Management System), as on 12.06.2019, 24.56 lakh candidates are certified under STT of PMKVY 2016-20. The number of candidates certified under STT of PMKVY 90 days prior i.e. upto 12.03.2019 is 21.97 lakh. Out of these candidates, as on 12.06.2019, 12.6 lakh candidates have been reported to be placed in various sectors including manufacturing sector across the country.
(d) Ministry has undertaken various measures to encourage greater participation of industry in skilling ecosystem. Government has developed and designed dynamic and demand driven curriculum & standards through industry led – Sector Skill Councils. These curriculum are aligned with latest National Occupational Standards (NOSs)/ Qualification Packs (QPs). On the other hand, industries are encouraged to participate as training partners to run the high employment potential courses through appropriate accreditation and affiliation framework. National Skill Development Corporation, an implementing agency under MSDE, is working to enhance, support and coordinate with private sector within the skilling ecosystem.
Under PMKVY 2016-20, empanelled Training Centers (TCs)/Training Providers (TPs) are actively participating to provide employment opportunity to youth through dedicated mentorship-cum-placement cells for industry linkage in different sector including manufacturing. TPs are also mandated to organize Placement/Rozgar Melas every six months with support from the industry-led Sector Skill Councils (SSCs) and to ensure the participation of local industry.
