Question : Review of Senior Citizens Welfare Schemes

(a) whether any review has been conducted regarding implementation of schemes for the welfare of senior citizens during the last three years and the current year;

(b) if so, the details and the outcome thereof and if not, the reasons therefor;

(c) the steps taken by the Government to remove the deficiencies, if any, noticed therein;

(d) whether there is any proposal to reduce the age limit of senior citizens for availing the benefits of various Centrally Sponsored Schemes; and

(e) if so, the details thereof?

(a) to (c): While implementing the scheme of Integrated Programme for Older Persons of this Ministry, two evaluation studies of the Scheme of Integrated Programme for Older Persons (IPOP) were conducted during 2011-12. IPOP is a Central Sector Scheme implemented by the Ministry of Social Justice and Empowerment, under which grant-in-aid are given for running and maintenance of inter-alia, Old Age Homes, Day Care Centres, Mobile Medicare Units, Multi Facility Care Centre for Older Widows etc. Main findings/ recommendations and outcome thereof of these studies are at Annexure-I.
During the current year (2016-17), an evaluation study on the Scheme of IPOP has been commissioned .
(d): There is no such proposal in respect of the above scheme.
(e): Does not arise.
