Question : Deemed Universities

(a) the terms and conditions for deemed university in the country
(b) whether these universities have right to grant affiliation to other educational
institutions and colleges as it is being given by the traditional universities and if so,
whether these deemed universities can begin educational courses in the premises of
other educational institutions;
(c) if so, whether these universities can confer degree, diplomas to the students of other
institutions and if so, the details thereof; and
(d) whether the deemed university namely, Tata Institute of Social Science has
permission from Ministry or UGC to conduct courses on films, acting and theatre in
Whistling Woods International Institute at Chitranagari in Goregaon, Mumbai and if so,
the details thereof?

(a): Institutions Deemed to be Universities are regulated by University Grants
Commission (UGC) as per the UGC (Institutions Deemed to be Universities) Regulations,
2016. The Regulations contain eligibility conditions, procedure for declaration of an
Institution as Deemed to be University and terms & conditions to be adhered by the
Institutions Deemed to be Universities. These Regulations are available on UGC website
www.ugc.ac.in.
(b) & (c): No, Madam. Once an Institution is declared as an Institution Deemed to be
University, it becomes unitary in nature. Therefore, it cannot grant affiliation to any
other Institution(s) & College(s) nor it can confer degree, diplomas to the students of
other Institutions.
(d): No, Madam.
