Question : Hydrocarbon Vision 2025

(a) the status of implementation of the Hydrocarbon Vision for 2025 and the details of investments made towards the same as on date, State-wise;

(b) the details of refineries in the North-Eastern region along with their refining capacity and their production rate, State and year-wise during the last five years and the current year along with basin-wise hydrocarbon production;

(c) the quantum of oil refined and produced by said refineries including their by-products along with profit/loss incurred by them during the last five years and the current year; and

(d) whether there has been any initiative towards transferring ONGC’s assets to OIL, if so, the current status thereof?

(a):
The Hydrocarbon Vision 2030 for North East Region (NER) was released by the Government on 9th February, 2016 in Guwahati. The key action points identified in Hydrocarbon Vision 2030 for improving the infrastructure in the NER comprises Upstream, Midstream-Downstream Sectors & Gas pipeline. The following is the status of implementation for each sector:
i) Upstream:
Presently Oil & Gas E&P activities in North-East are concentrated in the States of Assam, Arunachal Pradesh, Tripura and Mizoram. The states of Assam, Arunachal Pradesh and Tripura produced about 13% of Oil and about 16% of Gas of the total production of the country in year 2020-2021. Details of Oil & Gas Production & investment are provided at Annexure-I.
ii) Midstream:
The details of the status of implementation of the Hydrocarbon Vision 2030 for North East, including details of investments made, project-wise in the midstream sector are provided at Annexure-II.
iii) Downstream
The details of the status of implementation of the Hydrocarbon Vision for North East 2030, including details of investments made, project-wise in the downstream sector are provided at Annexure-III.
iv) Gas pipeline
The North East Gas Grid (NEGG) project was conceived in line with the Hydrocarbon Vision to supply Natural gas covering all the North Eastern states at an estimated cost of INR 9,265 crores. The 1656 Km long natural gas pipeline grid having capacity of 4.75 million metric standard cubic meter (MMSCMD) traverses through challenging terrains of the North East India and would connect Guwahati to capital / major cities of the region like Itanagar, Dimapur, Kohima, Imphal, Aizawl, Agartala, Shillong, Silchar, Gangtok and Numaligarh. NEGG project is scheduled to be completed by March 2024. The state wise planned and actual investments made in the project are provided at Annexure-IV.
(b) & (c):
The details of refineries in the Northeast region including their refining capacities, crude oil processing and profit/loss are provided at Annexure-V.
(d):
At present, there is no proposal to transfer ONGC’s assets to OIL.
