(a) to (d): Yes, Madam. Assistance for development of market infrastructure in States is
provided under various Schemes of Central Government, i.e. (i) Rashtriya Krishi Vikas Yojana
(RKVY), (ii) National Horticulture Mission (NHM), (iii) Horticulture Mission for North East and
Himalayan States (HMNEH), and (iv) Development/Strengthening of Agricultural Marketing
Infrastructure, Grading and Standardisation (AMIGS). Under RKVY, States are provided with
flexibility and autonomy in the process of selection, approval and execution of
scheme/projects, including marketing infrastructure projects.
Under NHM scheme, 145 proposals were received from State of Andhra Pradesh,
Bihar, Chhattisgarh, Haryana, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Punjab, Tamil
Nadu and Uttar Pradesh during current and last three years, out of which 124 proposals were
approved and 21 proposals were returned to State Governments for seeking clarifications with
respect to provisions of operational guidelines.
Under HMNEH scheme, 161 proposals were received from the States of Assam,
Manipur, Mizoram, Nagaland, Uttarakhand and Himachal Pradesh during current and last
three years, out of which 68 proposals have been sanctioned and 93 have not been
sanctioned.
Under AMIGS scheme, 98 project proposals were received during current and last
three years from the States of Karnataka, Maharashtra, Gujarat and Nagaland. 21 projects
have been approved, 15 projects of Maharashtra and Gujarat were referred to NABARD
Consultancy Services (NABCONS) for seeking additional information and 62 projects were
not approved. Sanction of the project depends on their merits and availability of resources.
