(a) Yes, Madam.
(b) The National Sample Survey Organisation (NSSO) has conducted a survey of Swachhta status in 2015 and has published the findings in Swachhta Status Report, 2016. The main findings of the survey in respect of rural areas are as under :-
• 47.9% people were found to have access to a household/community toilet and using the same
• 45.30% households were found to have sanitary toilets
• Out of households having sanitary toilets, 95.6 % persons were found to be using them
• Out of the households having toilets, 93.9 % households had access to water for use in toilet
• 55.4% households contributed to Open Defecation
(c) State/UT-wise, percentage of rural households defecating in the open as on 12.12.2016, as per the information uploaded by the States on the online Integrated Management Information System of Swachh Bharat Mission (Gramin) is at Annexure 1.
(d) As per theSwachhtaStatus Report 2016, published by National Sample Survey Office, in rural India, of the households having sanitary toilet, 4.4% were found to be not using them.
(e) As per the Swachh Bharat Mission (Gramin) guidelines, the responsibility of maintenance of individual toilets lies with that household only. There is also focus on behaviour change and quality of construction, so that toilets do not become dysfunctional on those accounts. As regards the earlier dysfunctional toilets, these can be renovated through various sources such as motivation of the owner Gram Panchayat funds, Swachh Bharat Kosh, Corporate Social Responsibility Funds, micro-financing, etc.
