Question : Public Expenditure of CSS

(a) whether there are any system in place to track the public expenditure of Centrally Sponsored Scheme (CSS), if so, the details thereof;

(b) the progress of the expenditure spent on the scheme as proposition of the budget allocated for them as tracked by this monitoring system; and

(c) whether the Government contemplates developing a similar network for helping the States to track their expenditure on State sponsored schemes and if so, the details thereof?

(a) to (c) : Yes, Public Financial Management System (PFMS) has been established as an on-line Financial Management Information and Decision Support System for tracking of funds released under all Plan Schemes of the Government of India, and real time reporting of expenditure at all levels of programme implementation through a Treasury and bank interface. In respect of Central Assistance to State Plan (CASP) scheme mapped and monitored as on 5th December, 2016 by PFMS, expenditure is 76.07% of BE allocation of these schemes. PFMS is enabled for helping the states to track their expenditure on state sponsored schemes. 10 State Treasuries have been integrated with PFMS.
