Question : Protection of Women

(a) the schemes implemented by the Government for protection of women in the country;
(b) whether the Government has achieved the aims and objectives of setting up of women helpline in the country, if so, the details thereof and if not, the reasons therefor along with the number of women benefitted from such helpline across the country during each of the last three years and the current year, State/UT-wise;
(c) the number of persons secured employment from implementation of the women helpline in the country during the said period, State/UT-wise;
(d) the details of the funds sanctioned, released by the Government for implementing women helpline in the country along with its utilisation reported by the States/UTs during the said period, State/UT-wise; and
(e) whether the Government has conducted periodic evaluation of the functioning of women helpline in the country, if so, the details and outcome thereof ?

(a): Safety of women in the country is of utmost priority to the Government. Efforts have all along been made to establish mechanisms to provide safe and secure environment for women. The Ministry of Women and Child Development is implementing following schemes for protection of women :-


i. Swadhar and Short Stay Homes to provide relief and rehabilitation to destitute women and women in distress.
ii. Ujjawala Homes for rehabilitation of victims of trafficking for commercial sexual exploitation.
iii. Working Women Hostels for ensuring safe accommodation for working women away from their place of residence.
iv. One Stop Centre to provide integrated support and assistance to women affected by violence.
v. Scheme for Universalisation of Women Helpline intended to provide 24 hours immediate and emergency response to women affected by violence.


(b) to (e): The scheme of Universalisation of Women Helpline is exclusively designed to support women affected by violence, both in private and public spaces, including in the family, community, workplace etc. The Women Helpline (Helpline) will provide 24 hour emergency response to all women affected by violence both in public and private sphere. This scheme is being implemented since 1st April 2015. All the States/UTs have been requested to submit the proposals in order to release funds. Till date, no funds have been released under this Scheme.
