STARRED QUESTION NO. 215 BY DR. JASWANT SINGH YADAV, AND
SHRI MOHAN RAWALE REGARDING COMPUTER EDUCATION TO BE
ANSWERED ON 3.12.2002
(a) to (f) : The Department of Secondary & Higher
Education and University Grants Commission (UGC) has taken
several steps to spread computer education in the schools
and colleges in the country. The Department has launched a
revised Computer Literacy and Studies in Schools (CLASS) in
2001-2002 to promote computer literacy in schools in the
country. Under the revised CLASS scheme, financial
assistance is being provided to States/Union Territories on
the basis of Computer Education Plans (CEPs) submitted by
the States/UTâs. The CEPs are examined by the Project
Monitoring & Evaluation Group (PM & EG) headed by Secretary
(Secondary and Higher Education) and funds are allocated to
the States/UTs on recommendations of PM & EG. Grants-in-aid
is provided to only Govt. and Govt-aided schools. Union
Govt. provides 75% of the total sanctioned amount, subject
to a maximum limit of Rs. 5.00 Lakhs per school. The
balance 25% is borne by the State Govt./ UTs. The scheme
also provides 25% of funds from MPLADs in addition or as an
alternative to State Govt. contribution. Besides, Kendriya
Vidyalaya Sangthan (KVS) and Navodaya Vidyalaya Samiti (NVS)
would convert one school per State/UT into a SMART school.
A grant of not more than Rs. 25 lakhs would be given per
SMART school. KVS and NVS would be given funds at the rate
of Rs. 15,000/- per neighbourhood school to impart computer
literacy to not more than ten neighbourhood schools to cover
10,000 such schools over 3 years. During 2001-2002 the
Central Government had released an amount of Rs.74.00 crores
to 19 States/UTs besides NVS and KVS. State-wise details of
released amount is at Annexure - I.
The UGC has been promoting Computer Education in
Colleges since 1987, by providing support for both the
hardware & software to the Colleges. The main aim of this
initiative was to create computer awareness among the
members of the staff & students. The UGC has so far
provided grants to 3919 Colleges. A list of Colleges
assisted so far under this scheme is enclosed at Annexure-II.
UGC also provides financial assistance to Universities
for running MCA programmes in the Universities, State-wise
list of Universities running MCA programmes is enclosed at
Annexure - III.
