Question : Development of Cultural Centres

(a) whether the Government has formulated any action plan for the development of cultural centres in the country and if so, the details thereof, State/UT-wise including Uttar Pradesh;

(b) the financial assistance given to such centres for their development, State/UT-wise including Uttar Pradesh; and

(c) whether the Government proposes to grant assistance to the State Governments for organising a three-day programme to commemorate the memory of Sant Kabir, and if so, the details thereof?

(a) To protect, preserve and promote various forms of folk art and culture throughout the country, the Government of India has set up seven Zonal Cultural Centres (ZCCs) in the country as per the details given below:

2. Eastern Zonal Cultural Centre (EZCC) Kolkata Assam, Bihar, Jharkhand, Manipur, Odisha, Sikkim, Tripura, West Bengal and the Union Territory of Andaman & Nicobar Islands.
3. South Zone Cultural Centre (SZCC) Thanjavur Andhra Pradesh, Karnataka, Kerala, Telangana, Tamil Nadu, Union Territories of Andaman & Nicobar, Lakshadweep and Puducherry.
4. West Zone Cultural Centre (WZCC) Udaipur Rajasthan, Maharashtra, Goa, Gujarat, Union Territories of Daman & Diu and Dadra and Nagar Haveli.
5. South Central Zone Cultural Centre (SCZCC) Nagpur Andhra Pradesh, Karnataka, Madhya Pradesh, Maharashtra, Chhattisgarh and Telangana.
6. North Central Zone Cultural Centre (NCZCC) Allahabad Uttar Pradesh, Madhya Pradesh, Bihar, Haryana, NCT of Delhi, Rajasthan and Uttarakhand.
7. North East Zone Cultural Centre (NEZCC) Dimapur Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura.


The Zonal Cultural Centre at Allahabad caters to the need of the people of the zone including Uttar Pradesh.


(b) The Ministry of Culture does not release funds to the State Governments and Union Territories. The Ministry of Culture releases annual grant-in-aid to the seven ZCCs for organizing various cultural activities/ programmes throughout the country including Uttar Pradesh. The details of funds released to the ZCCs during the last three years is as under:
