Question : MAINTENANCE OF ROADS UNDER PMGSY



(a) whether the maintenance works of roads constructed under the Pradhan Mantri Gram Sadak Yojana (PMGSY) has been entrusted to any organization/agency;

(b) if so, whether these organizations are working properly;

(c) whether the Government is in the process of receiving reports regarding data of such roads repaired by these organizations/agencies; and

(d) if so, the details in this regard for the last three years and current year, State-wise?

(a) & (b) As per PMGSY programme guidelines, all Programme Implementation Units (PIUs) of the State Governments enter into 5-year maintenance contract with the contractor constructing the road at the time of award of work for construction. Maintenance funds to service the contract is required to be budgeted by the State Government and placed at the disposal of State Rural Road Development Agency (SRRDA). SRRDA, as nodal agency for the programme in the State, monitors the funds allotment as well as the progress of maintenance of road works.

(c) & (d) National Rural Road Development Agency (NRRDA) has started monitoring of routine maintenance status of the roads constructed under PMGSY since December, 2007. National Quality Monitors (NQMs) have been sent to different states to check the maintenance status of roads on sample basis. Based upon their observations, the quality of maintenance of roads is graded in three categories viz. Proper Maintenance (PM), Low Maintenance (LM) and No Maintenance (NM). State wise details of the inspections made by these NQMs till November, 2009 along with abstract of findings is given in the annexure.
