(a) After reviewing of Pradhan Mantri Kaushal Vikas Yojana (PMKVY), it was observed that target allocation has crossed the State and Sectoral ceiling of targets in case of few States and Sectors. The aberration caused because of this, resulted in a temporary hold on target allocation in few States including the State of Uttar Pradesh and Haryana. The high inflow of franchise centre in skill ecosystem has led to sectoral skewness in the allocation of targets. As per PMKVY (2016-20) guidelines only first level franchising is allowed with lower priority and it would be gradually phased out.
(b) and (c) Under PMKVY 2016-20, the focus on employment has been significantly enhanced. The Scheme has provision for Skill Development Management System (SDMS) to monitor and track details of the trainees like their name, personal details, location, course taken, post placement details. This also helps in prevention of duplication of candidates. The last 20% payment to training partners would be made only after Employment (both wage and self) on an annual basis of at least 70% of the successfully certified candidates within three months of completion of training, with at least 50% of the trainees passing out being placed in wage employment. The Government of India has launched the National Labour Market Information System (LMIS) on the 15th July 2016. The database of all training is also being aggregated under LMIS to improve monitoring and prevent duplication etc.
