(a): Yes, Sir. The State Governments were requested to replace
the Urban Land (Ceiling & Regulation) Act, 1976 by adopting the
Urban Land (Ceiling & Regulation) Repeal Act, 1999.
(b): According to the information received from the State
Governments, the Repeal Act of 1999 is enforced in the
States/UTs of i) Gujarat, ii) Haryana, iii) Karnataka, iv)
Madhya Pradesh, v) Punjab, vi) Orissa, vii) Rajasthan, viii)
Uttar Pradesh, ix) NCT of Delhi, x) Pondicherry and xi)
Chandigarh.
The State Governments of Kerala and Tamil Nadu follow
their own law for land ceiling.
(c): The State Governments of Andhra Pradesh, Assam, Bihar,
Jharkhand, Maharashtra and West Bengal have not repealed the
Urban Land (Ceiling & Regulation) Act, 1976 so far.
(d)&(e): Release of Central assistance under Jawaharlal Nehru
National Urban Renewal Mission is subject to achievement
milestones agreed for implementation of reforms at the State and
City level as envisaged in the Memorandum of Agreements which
includes repealing of Urban Land (Ceiling & Regulation) Act.
