Question : Schemes for Women and Children

(a) the number of schemes being run by the Government for development of women and children in the country;
(b) whether the Non-Governmental Organisations (NGOs) are getting grant from the Government for the purpose;
(c) if so, the details thereof for the last three years and the current year State/UT-wise; and
(d) whether certain Non-Governmental Organisations have been found misusing the funds allocated to them under various schemes, if so the details thereof along with action taken/being taken by the Government against such Non-Governmental Organisations during the said period, state/UT-wise?

(a) The number of schemes run by the Ministry of Women and Child Development together with the State Governments /UT Administrations for development of women and children in the country are as follows; i) Integrated Child Development Services(ICDS), ii) Integrated Child Protection Scheme(ICPS), iii) Support to Training & Employment Programme for Women (STEP), iv) Working Women Hostel (WWH),v) National Mission for Empowerment of Women (NMEW), vi) SWADHAR Greh &, Short Stay Home, vii) Ujjawala and viii) Rajiv Gandhi National Crèche Scheme etc., The details of the schemes are available on the Ministry’s website viz. (b) & (c): Yes Madam. The Ministry gives grants to the States/UTs/NGOs for running various schemes. The proposals received from State Governments / UT Administrations and Non-Governmental Organisations (NGOs) both under Central Sector and Centrally Sponsored Schemes are considered by the Ministry as per the schematic norms. The grants are sanctioned on merits, and, funds are accordingly released to States / UTs / NGOs. The details of the grants released to the States/UTs for the schemes which are implemented through NGOs for the last three years and for the current year is at Annexure-I.

(d): The Central Sector Schemes of the Ministry, have in-built monitoring mechanism, and they are reviewed periodically and Ministry takes up the matter with the respective States Governments and UT administrations regarding irregularities in implementing the schemes. The Ministry has received complaints from two States namely Odisha and West Bengal regarding misuse of funds in Swadhar scheme. They are detailed in Annexure-II
