Question : Allocation of Funds to States under CRIF

(a) the funds allocated to various States including Bihar under the Central Road and Infrastructure Fund (CRIF);
(b) whether these States including Bihar have submitted proposals of road projects for utilisation of the said funds and if so, the details thereof;
(c) whether it is true that some States have reported cases of funds being diverted for other projects and if so, the details thereof; and
(d) whether the Government has a plan to investigate such cases of diversion of funds and if so, the details thereof?

(a) The Ministry is primarily responsible for development and maintenance of National Highways (NHs).
Apart from this the Ministry also allocates fund for State Governments / Union Territories (UTs) for development and maintenance of State Roads under the Central Road & Infrastructure Fund (CRIF) and Economic Importance & Interstate Connectivity (EI&ISC) schemes as per the provisions of the CRIF Act, 2000 amended by the Finance Act, 2019.

The State/ UT - wise details of accrual/ allocation of funds and the funds released/ expenditure incurred for development and maintenance of State roads under CRIF and EI&ISC schemes during each of the last three years, including for the State of Bihar, are placed at Annexure-I and Annexure-II respectively.
(b) The State/ UT - wise details of proposals for State road projects received and sanctioned under CRIF and EI&ISC schemes during last three years, including for the State of Bihar, are placed at Annexure-III and Annexure-IV respectively.
(c) and (d) No instances of diversion of the funds released for state roads under CRIF and EI&ISC schemes for other projects have come into the notice of the Ministry.
