Question : DISPARITY IN WAGES IN PUBLIC AND PRIVATE SECTOR



(a) whether there has been any increase in per capita real wages in public sector vis-a-vis private sector during the last decade;

(b) whether a disparity has been observed between the wages of the above sectors;

(c) if so, the reasons for such a disparity and the reaction of the Government thereto; and

(d) the percentage of expenditure on wages out of the total expenditure in public sector separately?

(a) : Per capita emoluments of Public Sector employees in relation to enterprises and increase in average all India Consumer Price Index (1960 - 100) are given as follows:

The information on per capita real wages in respect of private sector are not maintained.

(b) & (c) : The disparity in the public sector and private sector is due to the difference in methods for determination of wages adopted by these sectors. The wage structure in the public sector is governed by the guidelines issued by the Department of Public Enterprises from time to time. In the case of private sector, there are no such guidelines and wages are determined by the employers out of their own profit.

(d) : The percentage of wages to total current expenditure in the public sector during 1998-99 was 23.88%.
