(a) the details of the skill training programmes identified in Kerala to address unemployment in the State;
(b) whether any separate Skill Development Project has been identified for those returning from the Gulf countries and if so, the details thereof; and
(c) the initiatives taken by the Government to capitalize learning methodologies as per new emerging job skills?

STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (C) OF LOK SABHA STARRED QUESTION NO. 160 TO BE ANSWERED ON 02.03.2020 ASKED BY SHRI M.K. RAGHAVAN REGARDING SKILL DEVELOPMENT OF YOUTH RETURNING FROM GULF
(a) Ministry of Skill Development and Entrepreneurship is implementing demand driven scheme, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2016-20 for short duration skill development training (Short-Term Training (STT) and Recognition of Prior Learning (RPL)) in the country. In State of Kerala, as on 17.01.2020, 0.58 lakh candidates have been trained under short term training (STT) and 1.11 lakh candidates have been oriented under Recognition of Prior Learning (RPL).
Further, Scheme of Jan Shikshan Sansthan (JSS) for skill development is being implemented through its institutional framework in the country with the objective to improve the occupational skills and technical knowledge of the non/neo literate. As on date, 9 JSSs are in State of Kerala.
In addition to above short-term training, Directorate General of Training (DGT) under MSDE is implementing long duration vocational courses through Industrial Training Institutes (ITI) which offer range of one or two years’ vocational /skill training courses covering a large number of economic sectors with an objective to provide skilled work force to the industry as well as self-employment of youth. In State of Kerala there are 651 ITIs.
(b) While no separate programme is there for people returning from Gulf countries, the existing PMKVY programme and its job roles there can be utilized by them for re-skilling themselves.
(c) NSDC under the aegis of MSDE, along with Sector Skill Councils (SSCs), focuses on development of skills in emerging technologies. In order to reskill and upskill IT-professionals to be adept with the emerging technologies, National Skill Development Corporation (NSDC) under the aegis of MSDE has established ‘Future of Work’ initiative. In association with IT-ITeS Sector Skill Council (NASSCOM), NSDC has designed and developed Qualification Packs – National Occupational Standards across 9 emerging technologies such as Cyber Security, Artificial Intelligence, Big Data Analytics, Cloud Computing, Block Chain, Robotic Process Automation, Internet of Things, Virtual Reality, and Social & Mobile Application.
Further, to align the IT industry diaspora of India with dynamic world market, NASSCOM - a Sector Skill Council under aegis of Ministry of Skill Development and Entrepreneurship (MSDE) has launched Future Skills platform on 19.02.2018. A learner can seamlessly access free and paid content, assessments, virtual labs and get certified on the skills of their choice. Future Skills focuses on 155+ skills spanning across 70+ job roles on 10 emerging technologies namely Artificial Intelligence, Blockchain, Big Data Analytics, Cloud Computing, Cyber Security, Internet of Things, Mobile Tech, Robotic Process Automation, Virtual Reality & 3D Printing. As on date, Future Skills has offered training to approximately 6 lakh candidates.
In the areas of long term training, MSDE under Craftsman Training Scheme at Industrial Training Institutes, new courses were introduced in 2018, such as Smart Agriculture (Internet of Things), Smart Healthcare (Internet of Things), Smart City (Internet of Things), Remotely Piloted Aircraft, etc.
